"Active License count" is not the current number of activations.
This number "Active License count", is the number of currently active clients i.e. the number of clients which currently have an active Client Lease I.e. the number of clients which are currently have a non-expired local license.
When the client lease period expires the client needs to contact the server to get a refreshed license.
